Community Financial Resources’ Disbursement Administration Program helps nonprofits, small businesses, and philanthropic partners deliver payments — including stipends, guaranteed income, direct cash transfers, and incentives — to participants in a way that is safe, efficient, and accessible. With over 20 years of experience designing financial tools for low-income communities, CFR provides the infrastructure, coordination, and support that make disbursements simple and sustainable. We do not hold or transmit funds. All financial services are executed directly by our banking partner, U.S. Bank, ensuring that payments are delivered securely and in full compliance with all regulatory requirements.

CFR supports the administration of ACH disbursements to your program participants, ensuring payments are delivered smoothly, securely, and in partnership with U.S. Bank.

How It Works

  1. Your organization identifies eligible participants.
  2. CFR helps your staff with enrollment, training, and reporting.
  3. Your organization sends program funds to U.S. Bank.
  4. U.S. Bank loads the Focus Card with participant payments.
  5. Participants can use their prepaid debit card anywhere Visa debit is accepted, with protections provided under federal law.

Some of our Partners

The County of Santa Clara

We're partnered with the County of Santa Clara to support the first-in-nation basic income project for young adults transitioning out of foster care. The project offers $1,000 a month and access to financial coaching to youth who will no longer be eligible for foster care assistance.

Stockton Economic Empowerment Demonstration

Stockton Economic Empowerment Demonstration (SEED), was the country’s first mayor-led guaranteed income demonstration. Launched in February 2019 by former Mayor Michael D. Tubbs, SEED gave 125 randomly selected residents $500/month for 24 months.

Bridge Project

The Bridge Project aims to explore alleviating child poverty in New York City through GI. The initial phase of the program will provide 100 new mothers in Northern Manhattan with unconditional and consistent cash support over the course of three years.

Roles and Responsibilities

Bank-Backed Distribution
  • All participant payments are disbursed through U.S. Bank, which serves as the custodian of funds. 
CFR’s Role
  • Provide software tools for enrollment and reporting.
  • Train partner staff on how to enroll participants and manage the program.
  • Offer customer service support for organizations.
  • Supply digital resources and reporting dashboards.
What CFR Does Not Do
  • CFR does not hold or control participant funds.
  • CFR does not transmit or move money.
  • CFR does not act as a bank, money transmitter or licensed MSB.

Through our Disbursement Administration Program, Community Financial Resources serves as a program manager and facilitator. We never hold customer funds, issue cards, or operate as a bank. All financial services are provided directly by our banking partner, U.S. Bank.

The Focus Card is a prepaid debit card issued by U.S. Bank, National Association, Member, FDIC.

The Self Help Federal Credit Union Savings Account is federally insured by NCUA.
